Disfunctionalities:

• housing - buildings with old installations, weak thermo installations, problems related to earthquake resistance and condominium management;
• transport – traffic with important blockages determining supplementary pollution, noise and other problems;
• green areas – systematically destroyed green areas, defectuos distribution of green areas in several neighborhoods insufficient entertainment areas and sport fields, swimming pools. The chaotic constructions (against the public interest) of high buildings next to historical monuments;
• public utilities – unjustified increases of tariffs in relation to services quality; the local authority seems to be controlled by the representatives of services operators that use a great deal of money from local budget;
• environmental protection – great deficiencies, traffic pollution, dost of Baragan (a dry field surrounding Bucharest) due to the insufficient protection barriers, noise and waste;
• land use – extremely defectuos management, against the public interest and influenced by the political parties financial suppliers
• natural resources – are destroyed or not valued (such as Colentina valley) orchards that instead of parks become the property of land trade.

An important cause of the housing problems is the privatization with errors from 1990 of blocks of flats, without a proper legislation for their maintenance that a rapid degradation. Other causes are related to the poor management of local public administration that are determined by:

• insufficient democratization of the Romanian society (a still on non transparent of the management style);
• non-functioning of the nearest economy, fair competition, procedures and controls;
• corruption;

These are the problems to witch the UR project shell confront with. The main “weapons” against them are in my opinion the promotion and development of administration transparency, efficient public information and consultation systematic promotion of competition and accountability
